15 CRI: The Carpet and Rug Institute The Carpet and Rug Institute’s Seal of Approval (SOA) program evaluates how effectively vacuums, extractors and cleaning solutions clean carpets. They have developed the carpet industry’s only scientific program to test and measure the effectiveness of cleaning products and equipment.
